Questions I have about Taiwan Part 1

I have traveled Taiwan extensively. As you should know, Taiwan is a country island with many many other islands. It's safe to say there are lots of beaches in Taiwan. My question is, why are they so empty? Why are only some beaches popular and others just empty?
